Considering that Frosslass has a base speed of 110, while Garchomp and Salamence have 102 and 100, respectively, and looking at the hail-users lead set up, I'd say there's no possible way that the battle would have an outcome other than Frosslass OHKOing both dragons on the first turn. My main course of reasoning is that these pokemon are all leads (unless perhaps another pokemon before used explosion and completely cleared the field), and a lead Frosslass beside snover would certainly be running an offensive set, full speed EVs, and most likely a Choice Scarf, so there's no way the dragons would outspeed her. Factoring in the 100% accuracy blizzard due to hail, Frosslass won't miss unless one of the dragons are holding an evasiveness-increasing item such as brightpowder.
