Come, now. Anime-Bill ≠ game-Bill.

Game-Bill dresses plainly, and says this during his part of the game:

RED received an S.S.TICKET!
Bill: That cruise ship, S.S.ANNE, is in VERMILION CITY. Its passengers are all trainers! They invited me to their party, but I can't stand fancy do's. Why don't you go instead of me?

Anime-Bill was a joke on this, making him dress fancy. I think giving him a British accent was accurate as far as unique speech goes, though - Game-Bll, in Japanese, speaks a different dialect - as all from Goldenrod do.

Not sure if you didn't notice or just thought it was too obvious to point out but it's even almost the same name. (Not in Japanese though, but atleast both ends with ki.)
I really don't believe it's true, but it's such a good idea I'm going to treat it as canon regardless.

I seem to recall that Red was given the SS Ticket he mentions in Red's post as thanks for saving his hide when he was stuck as a talking pokémon. Did he just get insanely competent at life and/or battles in the intervening years between RBY and GSC?

Bill doesn't even seem that interested in the battling aspects of Pokémon, anyway. He cares about collecting rare Pokémon and learning as much as he can about them. Emphasis on learning and inventing.
