If I recall, all he manages to do to that salamence is hurt it enough to make it go away and attack the lab nearby, thus releasing Rayquaza. But there is no such thing as too much badass in PokeSpe; this is a manga where Lt. Duke "Surge" Nukem dons a suit of armor powered by the electricity of Zapdos while wielding a machine gun that shoots exploding voltorb.
