IIRC, it was originally a special that only aired on international flights or some such and it was intended to be a testing ground for the new voice actors. In my opinion, the voice acting doesn't fit the characters, and neither does the writing. The plot comes off as halfway between the first movie and the live production, and while neither of those were bad, the result is just not very watchable. I think May's voice is the one that bugs me the most, although they're all pretty cringe-worthy, and bringing Misty along just seemed tacked-on. Hell, the whole premise of including the characters like they did was just bad. The scene at the end with Mew was about the only thing that redeemed this at all for me, and only just enough that I'm willing to force myself to watch it again.
