In light of the fact that only the hairbuns match Froslass, and that's really the only matching thing, as the coloring is pretty standard for drawing yuki-onna, I'm going to say that this isn't a Froslass. In fact, I wouldn't have even guessed froslass if I had saw this image without a frame of reference.

I mean, her arms aren't even coming out of her head, dear god!

It bears very little resemblance to an actual Froslass, so at most, it could be considered a Gijinka of one.
