Time for some pointless math and speculation. 493 pokemon, with 38 per set, would have meant a total of about 13 sets. This wouldn't include the various unown, or rotom forms, etc. with those it would probably be more like 15-16 sets if they did everything (they'd have to include like two arceus forms per set or something, jeez).

so, 13 sets, 4 trainers each. That means they could have eventually had 52 trainers made. 32 gym leaders, so that leaves 20 others. Red, Green, Brandon, and Landon drop 4 from that so 16 slots open for anything else, hmm.

Gary, Janine, Juan, Lorelei, Agatha, Bruno, Lance, Will, Karen, Sidney, Phoebe, Glacia, Drake, Steven...that's 14 already not counting in the 4th gen leet four / Cynthia.

My guess would be that they would have skipped Agatha and Bertha, definitely made a Cynthia, probably would have ignored Will and Karen too. Juan and Janine, who knows. I wonder if they ever would have made a Blue/Leaf.

They shouldn't have done Green and Brandon for the second sets of figures. They would have seen better sales if they did Leaf and May instead (Pure opinion, but we're talking about figure otaku as the primary market here)

Acquired yesterweek.
This is the one feral beast in about a 30 mile radius. And for only 5$ USD!
I wanted the other ones ;_; I don't care about Brendan, honestly. But it was cheap.

Red and Brendan are on Amazon - easy peasy. The other trainers seem more difficult. I think the other trainers might be randoms, or at least in the boosters.
